Referring to your Despatch No. 156 of the 19th. June, I have the honour to state that it has not been found possible to fix the responsibility for the extraction of an exhibit from the original file dealing with the case of Chan Iu-shing. The case was heard originally in 1910 and the file may have been tampered with at any time between that year and the year 1914,
